When MS try to point out how much it will cost to shift gov't operations to open standard file formats, make sure to respond *emphatically* that that cost is not the price of open standards, it's the cost of MS' calculated lock-in. 
MS should be paying gov't's to escape their proprietary standards (although I would argue that gov't's haven't been particularly sharp in avoiding MS' trap, and should share the blame - and key decision makers who didn't see this coming should be demoted).
