More customizable application-ng layout

Hello all,

For implementing the Coletivos de Consumo in CIRANDAS, a new layout was
defined and used inside the theme, replacing the application-ng default
layout.

This offers greater flexibility to change page structure and style.
However, new changes in this file will have to be synced with the theme
version, in each upgrade.

For easing this sync process, it would be nice to have a more modular and
less mutable application-ng, by using more helper functions and partials in
it, instead of coding directly into it.

I would like to know if everybody agrees with this.

As this is very important to CIRANDAS, I'd implement this modular version
and create a merge request.
