0.45.0 Released

Hello Rodrigo,

Here comes the testing log
https://travis-ci.org/coletivoEITA/noosfero-ecosol/builds/15298270. Many
tests aren't passing.

I like the current branch names, as they reflect the semantic of the thing.
With terceiro suggestion, many new branches are going to be created and
then deleted. Also, the 'next' name is already used in the linux kernel.
