Release of version 0.42.0

Hey everyone,

Today was released the version 0.42.0 of Noosfero! This version has lots
of new features, but between them a highlight to the new hotspot for
blocks. Now it's much easier to create new blocks through plugins!
Special thanks to Leandro Nunes and Serpro guys with this contribution
and many others to this version.
