[feature-proposal] Check for spam on suggested articles

Hello everyone,

As a reviewers' courtesy, I'll send the feature proposal emails for the
merge-requests that were made before we decided to approve the features
on the mailing list. So here is the first one.

This feature allows the suggested articles to be verified for spams on
their creation just as we do with comments.
