Contributing with Merge Request Reviews

Hi you all folks,

One point touched on the last meeting was about merge-request reviews 
done by other contributors, not only the release manager. With some help 
his work will be faster and more patches can enter each release and with 
more care, quality, and love.

 1. You must to log-in to our tracker at http://noosfero.org/Development;
 2. Visit the ActionItem with the merge-request that you want to review;
 3. Scroll to the bottom and click on "Register a Merge Request Review"
    button;
      * A form will open;
 4. Fill all fields, using all sides of your brain and your knowledge;
 5. Push the "Register Revision" button;
      * Your review will appear at the bottom of the page;
      * You can edit the page to edit your review if needed.
