AI 2852: Content Access Level

Hey guys!!!

I'm from a UnB team and a Paulo Meirelles' student.
We'll work with http://noosfero.org/Development/ActionItem2852.
However we are going to develop a custom access level for contents, wich
you will be able to choose the community's users that will be able to
access that content.

This AI was created by Valessio. But is too generic and this AI was closed.
Should we reopen it or create a new one?

By the way, there is anyone else who is working with access level in a
feature?
