Easy to solve AI 3093: tags cloud should ignore case and accents

AI3093: The tags should ignore character's case and accents.

Now, in Noosfero the tag CIRANDAS is different from Cirandas which is 
different from Cirándas. All of them should be registered as the same 
tag when showing the cloud.

Is there someone interested in making a patch for this bug? 
Unfortunately we cannot now, due to other codes in the moment. I think 
this could be a nice exercise for someone wanting to learn how to 
contribute to noosfero.
