AI2985 - Don't send message to profile reported for abuse

We thought about that. That's why we sent a message here: do you have an 
existing example where this is really useful?

We thought that this is quite counterproducing, to leave anyone just put 
other users into dispair by simply clicking on a button.

Hugo, do you have some example where you need it? Does someone else need 
it? If not, we will not put that as option, since we think it's a bad 
thing to send automatic messages to a person who is accused, 
independently of it being consistent or not.
