0.46.0 RC1 Release and Freeze Start

Good news everyone,

Today we're releasing our 0.46.0 RC1 version and freezing it until it's
final release. This release cycle was smaller than the others (2 months)
and I choose to do so because we were incorporating code in a much
faster pace. This freeze will be different from the previous one. We'll
follow Terceiro's suggestion
(http://listas.softwarelivre.org/pipermail/noosfero-dev/2013-December/000896.html).

Therefore, we're pushing a branch called "noosfero_0.46.0" which is now
basically a copy of our master branch. So noosfero_0.46.0 will be
freezed and the master branch will go on. Fixes on the release will go
on noosfero_0.46.0 (don't forget that while creating the merge-request)
and after the final release we merge it back to the master. This
branches will stay alive on our repository just in case someone
volunteer to maintain an old noosfero version. For now we're
going to keep the stable branch as it is instead of replacing it with
the current version branch since people may get confused.

Our alpha server is already updated with the new package but I couldn't
yet update our test repository neither write the release notes (really
big task), but I'll inform here when these things are done.

Now regarding translations, since we're having lots of new plugins,
we're also having lots of new translations to make and although this job
is now centralized on the RM to avoid those crap po-full-file-changes
diffs, knowing the appropriate word for each term each plugin uses is
getting out of hand. So this time I updated all po files and made the
whole portuguese translation but I want each of the resposible developers
of each plugin to review my translations. We'll include these changes as
RC fixes. On the mean time, we'll discuss a better way to solve this
problem (that should include moving the responsibility of doing
translations out of the RM hands to a proper translator together with
possibly a UX expert...).

Let's test the hell out of this!
