Was AI2928 discussed in the list?

I really don't understand:

where came this AI2928 from? It changes the way categories are 
displayed, affects all noosfero instances: it was sent as an AI, it was 
reviewed, and it was merged!!!!!!

I look at the picture (there is only one picture, no description!!), and 
it look worse than before (for me!)

Why was this not posted here in the list?

Why was it reviewed and merged so quickly, before so many other merge 
requests, including merge requests that were discussed in this list and 
approved by this community?

Why???
