I agree with your reasoning, but this would need to be completely handled on the server side, because if the _client_ sends any cookies, varnish will not use the cache.

The client would need to send the timezone information in a _header_, not in a cookie, and the server would need to return that same header, which varnish could then use to cache different versions of the same page for each different timezone.
