one of these has got to work:

* https://rubygems.org/gems/rgeoip
* https://rubygems.org/gems/geoip

the C library (`libgeoip-dev` on Debian) does have a function for getting a timezone, so if these libraries don't hook into that it should't be so hard to add that bit of functionality.
