this is important if noosfero decides to adopt a country locale standard, which fixes problems with different dates, currencies, number, etc formats, etc on different countries with the same language (e.g. brazil/portugal). IMO, it is a more accurate standard as it avoids generalization.

it is already used on cirandas and blogoosfero.
