noosfero | Mural and network should be public (#224)

Now that private notifications are properly handled, the wall and network tabs should be public. Today every follower has access to it, but anyone can be a follower, therefore anyone can access Wall/Network. Also with access to the wall, anyone can post anything. So I'll:

1. Make the wall/network public.
2. Restrain access to post on the wall only to members/friends.

These two fixes together with private notifications control should be enough.
