noosfero | Insert media pannel in the article editor provides a bad file path (#223)

The media media pannel provides a file reference direct to the public file address managed by the `httpd`. This path may change by some reason (as it happens at UFBA's installation), and many `<img>`s and download links will show 404.

Media pannel must to provide the noosfero's CMS path to that media without `?view=true` and the noosfero will redirect the visitor to the right public path.

This change also allows:
* update/correct files at the profile's media folder without need to update article references, including references on spread articles.
* plugins to manage medias at different sources, like video files in a CDN service.
