Adds a new plugin to Noosfero. This plugin provides custom graphs based on sql queries. The plugin also comes with a set of default queries and dashboard.

This merge request also adds:
1. A new hotspot for Profile reserved_identifiers.
1. A new hotspot to add elements to the user_menu.
1. Support for custom routes for plugins. Every plugin can now define its own routes beyond the ones provided by the core through `config/routes.rb` file in its root directory.
1. Timestamps for tags.
