noosfero | Create enterprise big identifier problem (#278)

When you create a new enterprise and the creation of the enterprise should be moderated, if you create an enterprise with a very big identifier the task is created but the admin is unable to finish the task. Also the error message is not clear.

We should not allow the user to create the task with a big identifier and show a proper error message in this case.
