noosfero | Adds feature to link Regions to a Profile (!1131)

@gabrielssilva I'd like you to solve 2 small issues:

1. When you choose the first region, the label "There are no categories selected yet." is still displayed. The opposite also happens when I remove all categories the label is not displayed. 2. When you select a region it's still displayed as an option for selection. Although user is not able to save them duplicated, it'd be nice to have these filtered fot the selection. Check out this image: ![duplicate-region](/uploads/8ec66d08a1dffc3c81cfb32400c42657/duplicate-region.png)

When you get this fixed please rebase your branch with the current master as well.
