noosfero | Possible database hstore miss configuration on quick-start (#259)

In quickstart script the hstore is created on database ```template1```, but on database.yml.psql file all the databases inherit from template0, wich causes permission error when executing ```schema:load```, since the template0 does not have the hstore and rails try to create it.
