noosfero | [CustomFormsPlugin] blocks are available only for communities (!1429)

@maxbborges actually theses blocks are not supposed to be available only for communities. People and Enterprises can also have Custom Forms and may need to add these blocks as well. If you want to create this specific restriction for your environment you should do it on a specific plugin destined only for your environment. I'm closing this MR.
