Adds a GraphQL endpoint to Noosfero. It uses [graphql-ruby](http://graphql-ruby.org/) DSL to define the schema and mutations.

Currently it requires Ruby 2.3.3, so I will flag this as a work in progress until we push 2.3.3 support to the master.
