noosfero | Updates dockerfile and quickstart (!1501)

@leandronunes I think the database wasn't working because it was not installed. I tested this code here in a fresh machine and it installed all dependencies without errors but also didn't configured the database because it wasn't installed. I than installed postgresql and after i started it the quick-start completed the installation without problems. I'm merging this code.
