noosfero | Wrong documentation for Email Settings (#353)

the documentation states to run the following command.

`script/plugin install git://github.com/collectiveidea/action_mailer_optional_tls.git`

but `script/plugin` doesn't exist anymore, so what's the right way to set a smtp-Server with tls?
