Changes the way account activations work on Noosfero: instead of sending a link to activate the account, it sends a link and a short confirmation code, that must be used to activate the account. The activation screen is also showed when a user registers.

It makes it possible to we implement alternative ways to deliver the confirmation code, such as SMS and push.
