noosfero | revert comment paragraph plugin for the older version (!1460)

@leandronunes I see your point. This is also a priority for us, and I think we must achieve a couple of things: 

1.  merge comment_group and comment_paragraph. There is no reason to maintain these two plugins in the core. It is a pain and quite confusing, even for developers/sysadmins. If the latter is a rework of the former, we must do it properly.
2.  comment_group is older, but it has an interesting feature that is to select individual sections to be commented. I would say this is a must have.
3.  It also makes more sense to use the macro to generate content while creating/editing an article than to parse and change its body on an ActiveRecord callback. We found out the callback will make it a pain to integrate comment_paragraph with other plugins.

I will also put some time into this in the following weeks, so please let me know if you got any ideas.
