The `Directory` entry for the public folder was pointing to the wrong path.
Added CORS headers to files in the public folder, and a RewriteCond to one of the RewriteRules.

Also changed the `serve_static_assets` flag to false, to prevent the application server of doing it. That was probably masquerading the issues fixed by this patch.
