noosfero | Remove "Circle" from the platform (#398)

Gabriel Silva created an issue:


  Right now we have the "Circle" record, which is a way to categorize followers. It is not very useful, and introduces a lot of complexity to Noosfero. The idea is to remove it entirely from the system, and find a way to migrate the current data.
