noosfero | Re-implement Servic Worker caching (#380)

We had to disable Service Worker caching as it was introducing a bug where it was impossible to open static files uploaded to Noosfero on Chrome >71 (See !1658).

We should investigate this bug and reactivate the caching. Also, we should review the urls being cached, to make sure that at least the home page works offline.
