noosfero | Refactor CI build process to run tests on containers (#394)

Gabriel Silva created an issue:


  See the last example in [this section of the guid](https://docs.gitlab.com/ee/ci/docker/using_docker_build.html#container-registry-examples).

The idea is to use docker to reduce the build times. Right now every job performs a full setup o the environment.
