noosfero | Fix Prod Docker (!1673)

Hi @leandronunes seeing that as the new update that entered some changes had to be made in Docker. With that, i just sent one more commit with some corrections.

- Found a conditional in the entrypoint that was overwriting the database every time it ran.
- Updated the pull of the image from docker to the latest version of ruby 2.6.1-stretch
