Não sei se vou te ajudar eu tive um necessidade parecida com a sua, e consegui resolver trocando o cliente passei a usar o Miranda IM (GPL). 
com ele você consegui deixar os meus grupos assim.



Onde Task DF, Task RJ, Task PR são as minhas filias, e dentro de cada filial tem o seu Setor.

Pra isso basta criar os grupos com \

Exemplo:
Task RJ\Administração
Task RJ\Comercial

Boa tarde pessoal, estou utilizando a pouco tempo a ferramente openfire + spark, gostaria de saber se é possivel criar subgrupos, sei que pelo ad tem como, mas ainda não estamos utilizando ad na empresa por questões de politica. Poderiam me auxiliar?
