AI2985 - Don't send message to profile reported for abuse

Hi all,

We are proposing a merge-request in AI2985 
(http://noosfero.org/Development/ActionItem2985)

Today, when a profile (user, community, enterprise) is reported for 
abuse by another user or a guest, Noosfero sends a message to the 
administrators of the environment and to the profile which was reported.

The problem is that this will create a situation where the reported user 
can get desperate, and start sending messages to the administrators of 
the environment to know why they were reported. We think that it's more 
logical that only the administrators receive the e-mail, and check first 
the reasons and pertinence of the accusation. Only after that, the 
administrators can take the measures they think are more appropriate, be 
it to directly disable the profile in the tasks manager, be it to first 
send a message to the profile to ask them to change something they've done.

Any problem with that change?
