Form to register new enterprise is not public?

Hi all,

    We're installing a noosfero instance to partners in Spain, and they 
would like that users be allowed to fill a form and ask to register a 
new enterprise. We thought this would be functional in Noosfero, but 
we're afraid that this form is only accessible to the environment's 
owner. Is this right?

     If we're not right, what are the configurations and the URL for a 
user to fill the form and ask for the registration of a new enterprise?
