noosfero | pg_search plugin: check if pg_search gem installed (!1287)

@joenio I recently included an infrastructure on `script/noosfero-plugins` that try to install debian packages of plugins' dependencies which are defined on the file `debian-dependencies` in the plugin root directory. This code only runs if you are on a debian environment, in which case it's recommended to use package that is available on download.noosfero.org.
