yep, so the issues are
1) without it on the schema/migration: development and ci might break, production might need manual migration
2) with it: rake db:migrate will fail if not superuser and manual intervention is necessary.

so in both scenarios interventions are necessary? in 2) what happens if it was already enable before the migration run?
