noosfero | Fix plugins admin page (#319)

As you can see in the image, the page is quite broken.

I would suggest the following:
* Fix the column widths (Rewrite the HTML to not use a table)
* Increase space from "Configuration" to the next line. It is confusing as it is.
* Make the row behave as a label, so we can select/deselect clicking over the row space.
