noosfero | fresh install using `script/quick-start` failing: "relation articles does not exist" (#331)

@alaxalves I updated my noosfero workcopy and tried again, no success, same error.  I'm on a clean and updated master branch. (note: I'm not trying Rails 5.1.6, I'm using Rails 4.2.5.1).
