noosfero | [ActivityPub] Support ActionTracker::Record comments (#404)

Gabriel Silva created an issue:


  Currently we only share comments mande directly on the target (Scrap reply). We should also identify when a comment is being made in a `ActionTracker::Record`, as when the user comments in an activity that is displayed in its "Network" page. If the comment is made in a tracker record related to an entity that offers ActivityPub support, it should also be sent to remote servers.
