noosfero | Add "marked people" back to the leave scrap UI (#390)

That field during the rails update because of compatibility issues. We should add it back to the UI, so it is possible to mark specific people on Scraps once again.

The field should appear along with the Scrap form in the profile wall (current user profile only). It should be an autocomplete field, like a [token input](https://loopj.com/jquery-tokeninput/). Everything backend related is already done, this should only cover the UI.
