Bugs in AI 2882 (users management)

Hi Daniel,

Try to make these tests in a clean Noosfero installation.

As I know cirandas has an specific code.
Maybe you guys inserted some bug in some merge.
Nothing you said happens here in my local installation and in our two
servers.

For the record.  AI2882 there is nothing in common with AI2524.
They have different proposes.

About the filters they are not ordered by name. I think it's a good idea,
but unfortunately we can't do this now.
We will wait the patch ;)
We think that an administrator user will know that if He is administrating
users in envinronment context the string "Admin users" is obviously refer
to environment admin users.
Remeber that only now is possibile to make a user as admin in noosfero. In
the past It was only possible by rails console
